Is a handbag included in the 7kg carry-on baggage allowance for Qantas?

I'm flying from Frankfurt to Melbourne (with a stop in Singapore), and the carry-on baggage allowance states that I'm allowed 1 piece with 7kg... Does that mean I can't have a handbag with me?
