Is This A Partial-Onset Seizure?

Diagnosis is a problem with these symptoms. It could be a partial onset or it could be many other things (vitamin/mineral balances, diabetes, and others). The only way to get a real idea of what is happening is to be connected to an EEG for 24 hours and hope that one of the conditions happens. If it is a seizure then the EEG will note the large spike in the electro activity in the brain.
